   Cable Firms Ask FCC To Step In Before Spats Become Blackouts Shows Vanish, Viewers Fume Disputes likely to snowball as the big TV networks try to replace lost ad revenue

   Cable TV carriers are asking federal regulators to play referee in an escalating game of chicken with TV broadcasters over how much cable systems must pay for network programming. A group led by Time Warner Cable on Tuesday asked the Federal Communications Commission to authorize arbitration of disputes and require broadcasters to maintain their signals during an impasse in negotiations. Broadcasters have threatened to pull their programming from cable systems over how much cable firms must pay to air their programming.

   Four are fighting required testing and licensing in Louisiana. The state is the only one with the rule. NEW ORLEANS -- In Louisiana, you don't need a license to peddle pets, paintings or cars -- but sell no flowers. A 7-decades-old state law requires florists to pass a test and get a license to arrange and sell flowers, making Louisiana the only state in the USA with such a requirement. Supporters of the law say it ensures florists know what they're doing and deliver quality products.
